受北京市人民政府、张家口市人民政府的委托，北京市规划委员会、张家口市规划委员会现联合举办“北京（延庆）、张家口（崇礼）雪上竞技项目场地及配套设施规划设计方案征集”活动，面向全球公开邀请优秀的、具有丰富的冬季雪上竞技项目设计经验的设计团队参加征集。本次活动将通过资格预审遴选出3个应征人参加本次征集活动。
一．项目简介
（一）项目名称：北京（延庆）、张家口（崇礼）雪上竞技项目场地及配套设施规划设计
（二）项目位置：北京市延庆县、张家口市崇礼县
（三）规划研究范围：北京市延庆县约15平方公里，张家口市崇礼县约66平方公里
（四）规划设计范围：以实际需求为准
（五）征集内容：完成北京市延庆县、张家口市崇礼县两地雪上竞技项目比赛场地的总体规划布局方案、各比赛场地及配套设施的规划设计方案（比赛场地包括但不限于越野滑雪、跳台滑雪、北欧两项、高山滑雪、自由式滑雪、单板滑雪、冬季两项、雪橇、雪车和钢架雪车等），设计成果应达到主办单位向有关国际组织提交的竞赛场地技术报告的相关要求。

四．应征申请人的资格要求
（一）应征申请人须为依据所在国法律成立的法人实体。
（二）对于中华人民共和国境内的应征申请人须具有建设部颁发的建筑行业设计甲级资质或工程设计综合甲级资质或具城市规划甲级资质。
（三）对于中华人民共和国境外的应征申请人须具有所在国从事相关设计的资格。
（四）应征申请人应具有可承办国际大型雪上竞技项目赛事的场地规划设计及其所需技术报告编撰的经验。
（五）本项目接受联合体应征。
五．应征报名及资格预审文件的获取
有兴趣的应征申请人需先在代理机构进行报名登记（报名表在北京科技园拍卖招标有限公司网站下载，填写完成后传真或E-mail至代理机构，随后将正本文件快递至代理机构），报名时间为 2014 年 5 月28日至6月 7 日（中国北京时间，下同）。北京科技园拍卖招标有限公司网站（www.bkpmzb.com）将于年 5 月28日上午9：00开通。 2014
应征申请人报名登记并经主办单位确认后，自2014年 5 月28日至2014年6 月 7 日按本公告所述的征集联系方式取得联系并获取密码后，网上下载资格预审文件（北京科技园拍卖招标有限公司网站：www.bkpmzb.com）。
六．资格预审申请文件的递交
应征申请人按资格预审文件的要求填写、准备好资格预审申请文件（1份正本，2份副本，电子文件2份）后，先行于 2014 年6 月13日16:00前将电子文件E-mail至代理机构，随后将纸质的资格预审申请文件快递送达至代理机构。
主办单位和代理机构将拒绝接收逾期送达的资格预审申请文件。
七、征集公告发布媒体
本公告在北京市招投标公共服务平台（www.bjztb.gov.cn）、北京市规划委员会、张家口市人民政府、中国建筑学会、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布，本公告信息的官方纸质发布媒体为《中国日报》（英文版）。本公告的修改、补充，以北京市招投标信息平台、北京市规划委员会、张家口市人民政府、中国建筑学会、北京科技园拍卖招标有限公司网站发布的内容为准。本公告在各媒体发布的文本如有不同之处，以在北京科技园拍卖招标有限公司网站发布的文本为准。
八．其它条款
（一）设计酬金与奖金
1.设计酬金的设置
设计酬金是主办单位支付给应征人参加本次征集活动，递交有效的应征设计方案的费用补偿。应征人的设计酬金为 20万美元（含税）。
2.奖项和奖金的设置
应征设计方案评审委员会将从应征设计方案中评选出1个一等奖，2个二等奖。一等奖的奖金为 30万美元（含税），二等奖的奖金为10万美元（含税）。它是对获奖的应征人所支付的除设计酬金以外的奖励费用。
（二）知识产权
应征人应将与应征设计方案有关的知识产权的使用权转让给主办单位，主办单位享有与应征设计方案有关的知识产权的使用权。但是（a）应征人享有署名权，并征得主办单位同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品；且（b）主办单位以及应征人均不得将应征设计方案用于本项目以外的任何项目。
（三）适用法律
本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
（四）语言
本次征集活动使用的语言为中文和英文，在中、英文两种版本的意思表达不一致时应以中文版本为准。
（五）解释权
本次征集活动的最终解释权归主办单位。

Announcement of Request for Proposals for Planning and Design of Beijing (Yanqing County) and Zhangjiakou (Chongli County) Snow Sports Venues and Associated Facilities
Entrusted by the Beijing Municipal Government and Zhangjiakou Municipal Government, the Commissions of Urban Planning of the two cities are jointly organizing the Request for Proposals (RFP) for the Planning and Design of Beijing (Yanqing County) and Zhangjiakou (Chongli County) Snow Sports Venues and Associated Facilities and would like to invite the participation of highly qualified design teams with extensive experience in designing winter sports projects from around the world. Three applicants will be selected through the prequalification process to participate in this RFP activity.
I. Project Overview
1．Name: Planning and Design of Beijing (Yanqing County) and Zhangjiakou (Chongli County) Snow Sports Venues and Associated Facilities
2．Location: Yanqing County of Beijing and Chongli County of Zhangjiakou
3．Scope of Planning and Study: about 15 km2 in Yanqing County and about 66 km2 in Chongli County
4．Scope of Planning and Design: based on actual needs
5．Components: completion of the general layout plan for the two clusters of venues in Yanqing County and Chongli County; and completion of the planning and design plan for the venues and associated facilities (sports events to be held in these venues include but are not limited to Cross Country Skiing, Ski Jumping, Nordic Combined, Alpine Skiing, Freestyle Skiing, Snowboarding, Biathlon, Bobsleigh, Luge and Skeleton). Results of the design shall meet relevant requirements, adequate for the organizers to submit technical reports to relevant international organizations or authorities, to apply for international events.

IV. Qualification Criteria for Applicants
1．The Applicant must be a legal entity created in accordance with relevant national laws of the country where it is located;
2．The Applicant within the People’s Republic of China must have Architectural Design Class-A Qualification License, or Engineering Design Integrated Qualification Class-A Qualification License, or Urban Design Class-A Qualification License issued by Ministry of Construction, People's Republic of China;
3．The Applicant outside the People’s Republic of China must have qualifications for relevant designs in the country where it is located;
4．The Applicant should have experiences in planning and designing snow sports venues which can accommodate large international snow sports events and in preparing necessary technical reports;
5．The Project is open to applications from joint ventures (consortiums).
V. Access to Registration Form and Prequalification Document
Interested applicants need to get registered with the Agent first (the registration form is available for download on the website of Beijing Science Park Auction & Tender Co., Ltd.) and then the completed form can be faxed or emailed, and the original form couriered to the Agent between May 28 and June 7, 2014 (Beijing Time and the same is applied below). The login will be accessible from 9:00 AM on May 28, 2014 (www.bkpmzb.com).
After getting registered with the Agent and being confirmed by the Organizers, the Applicant obtains a password following contact information provided in this Announcement and downloads the Prequalification Document on www.bkpmzb.com between May 28 and June 7, 2014.
VI. Submission of Prequalification Application Document
The Applicant fills out and prepares the prequalification application document following requirements in the Prequalification Document, emails the electronic version application document to the Agent by 16:00PM on June 13, 2014 and couriers the print version application document to the Agent (one original copy, two photocopies and two electronic files should be provided).
The Organizers and the Agent would reject any prequalification application document delivered beyond the above specified timeframe.
VII. Disclosure of the RFP Announcement
This Announcement will be disclosed on the websites of Beijing Tendering and Bidding Information Platform (www.bjztb.gov.cn), Beijing Municipal Commission of Urban Planning, Zhangjiakou Municipal Government, Architectural Society of China and Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com and this announcement will also be published on China Daily (English version), the only official paper media. If there are any revisions and additions to this Announcement, the contents disclosed on the above media and websites shall prevail. If there is any inconsistency between the texts disclosed on the above media and websites, the text disclosed on the website of Beijing Science Park Auction & Tender Co., Ltd. shall prevail. )
VIII. Supplementary Provisions
1．Design Remuneration and Award
1.1 Design Remuneration
The design remuneration is the compensation disbursed by the Organizers to participating applicants who have submitted evaluated effective and responsive designs. The design remuneration due to an applicant is $200,000.00 (Two Hundred Thousand) US Dollars (includes tax).
1.2 Award
The Evaluation Committee of Responsive Designs would vote to select one first winner, two second winners. The amount of award for the first winner is $300,000.00 (Three Hundred Thousand) US Dollars (includes tax), the second winner $100,000.00 US Dollars (One Hundred Thousand) (includes tax) each; which are in addition to the remuneration.
2．Intellectual Property Rights
The Applicant shall transfer to the Organizers the rights to using the intellectual property rights (IPR) related to the design and the Organizers are entitled to using said IPR. However, (a) the Applicant is entitled to the authorship credit and subject to the consensus of the Organizers, can comment on and showcase the product via media, professional magazines, books or other channels; and (b) the Organizers and the Applicant cannot use the design in a project than the Project of this announcement.
3．Governing Laws
Laws and regulations governing this RFP activity itself and documents related to this activity are limited to the laws and regulations of the People’s Republic of China.
4．Language
Languages used for this RFP activity are Chinese and English. If there is any inconsistency between the Chinese version and the English version, the Chinese version shall prevail.
5．Interpretation
The Organizers have the final interpretation of this RFP activity.
